Blitzcrank is terrifying right up until he misses, and missing is the whole problem. His entire kit hangs on Rocket Grab, a fairly slow, thin skillshot on a long cooldown, and if he whiffs it he is a slow, immobile body with no dash and nothing to threaten you for several seconds. He has no escape beyond Flash and Overdrive's speed, so the way to beat him is to dodge or bait the hook, body block it for your carry, and punish the long downtime before it comes back.
