Vex is built to bully dashes, which means her worst enemies are the ones who never have to dash at all. She is genuinely immobile until her ultimate is up, with no blink and no escape, so her only repositioning is committing Shadow Surge at a target. Her combo also has real wind up: she wants to slow with Looming Darkness, charge an empowered ability, and then fear you, and if her passive is on cooldown she is just a squishy mage standing still. To beat Vex, bring long range that out pokes her so she cannot walk up, a spell shield or hard lockdown that turns off her setup, or enough burst to kill her in the window her passive cannot save her.
