Locke is terrifying when he gets to fight on his terms, but everything about him is built around landing his dashes and getting back out clean. Take that away and he falls apart fast. He is a squishy melee assassin, so any hard crowd control that catches him mid dive locks him in place and gets him killed before he can reset. He has no real way to fight from range, which means he has to commit into the enemy to do anything, and a target that can stun, knock up, or cage him punishes that commit every time.
