Azir is one of the highest ceiling champions in the game, and that is exactly why he is counterable: he is squishy, his early game is weak, and his damage all flows through his sand soldiers, which take time and mana to set up. His only escape is Shifting Sands, an E dash to one of his own soldiers, so if there is no soldier out where he needs it, he is stuck in place with nothing. Lock him down through that window and he folds. To beat Azir, bring hard crowd control he cannot dash out of, all in him before his soldiers and items come online, or simply out range and out sustain his poke. When you pick Azir, you are accepting a rough laning phase and a steep learning curve in exchange for one of the best late games around, so respect anyone who can catch you or dive you before you scale.
